Abstract

Insult is a criminal act that must be followed up as an act that harms the victim. The definition of humiliation concerns the dignity and self-esteem of a person. The purpose of this paper is to find out and analyze the factors that cause the perpetrators to commit criminal acts of humiliation and criminal liability against perpetrators of criminal acts of humiliation and or defamation of members of the DPRD City Council of Bandar Lampung. The research method uses normative juridical. Factors of perpetrators committing crimes are Lack of Social Control and Environmental Factors. Criminal liability is the implementation of a person's responsibility to accept every risk or juridical consequence that arises as a result of the crime he has committed.
